Foundation: Policies & Procedures That Set the Standard

Part 1 of a 5-Part Affordable Housing Compliance Series


Not long ago, I was working with a colleague who shared a story about their first day managing an affordable housing property. They arrived eager to learn, ready to take on their new role, and excited for the opportunity ahead. What they received was a single sheet of paper containing notes on how to run the property.


There was no policy manual. No written procedures. No centralized resource explaining how applications should be processed, how files should be documented, or how compliance requirements should be handled.


Just one page of notes and set up for failure!


I guess I shouldn't be shocked. While maybe not to this extreme, this story highlights a challenge that exists in many organizations today. When policies and procedures don't exist—or aren't clearly documented—every employee fills in the gaps differently.  Not only that, but employees very quickly become discouraged and disengaged.


And that's where inconsistency begins.  When guidance is limited, staff naturally rely on:

  • What they were told by a coworker

  • What they learned at a previous company

  • What worked the last time

  • Their own interpretation of requirements

  • Misinformed AI or internet searches


Eventually, those inconsistencies show up during agency reviews, investor audits, or internal quality control reviews. The issue is rarely a lack of effort.  More often, it's a lack of clear direction.  This is why your team needs solid policies & procedures!


The Difference Between Policies & Procedures


Think of policies as the "what" and procedures as the "how" and “who.”  

As a short example: 

  • Policy: Household income must be verified before move-in.

  • Procedure: Leasing agent obtains required income documentation and requests clarification when there are inconsistencies.  The site manager calculates anticipated annual income according to program requirements and generates certification.  Compliance reviews calculations and documents approval, and so on.


When expectations are clearly documented, staff spend less time guessing and more time following a consistent process.  Without documented expectations, employees often create their own process to get work done. Even when everyone has good intentions, that can lead to inconsistent results. The strongest compliance teams remove the guesswork by providing staff with a clear path to follow.


Common Warning Signs Your Foundation Needs Attention


Your policies and procedures may need review if:

  • Files frequently require corrections or rework, aren’t getting completed, or are severely backlogged.

  • Documentation varies between properties or staff members.

  • Critical processes exist only in someone's memory.

  • Training depends heavily on shadowing another employee.

  • Repeat findings or non-compliance appear during audits or agency reviews.


These issues are often symptoms of a system problem rather than an employee problem.  If any of the above comments give you pause, it’s time to work on your foundation.


Building a Stronger Foundation

Effective policies and procedures should be:

  • Clear - Written in a way that reduces interpretation and confusion.

  • Accessible - Easy for staff to locate and reference when questions arise.

  • Practical - Designed to support real-world operations, not just regulatory requirements.

  • Consistent - Aligned with forms, checklists, training materials, and review practices.

  • Current - Reviewed regularly and updated as regulations, agency guidance, and operational practices evolve.


The Bottom Line

Success shouldn't depend on an employee's ability to piece together information from conversations and experience.  Strong policies and procedures provide a roadmap that allows every employee—from their first day forward—to operate consistently and confidently.
